The viewing will be held at 42000 Loudoun Center Place, Leesburg, VA on Tuesday, September 9, 2025, from 10:00 A.M. to 12:00 P.M. (ONLY); rain or shine. Gates close promptly at 12 pm. No special appointments will be made for those who cannot attend.

TITLE: Clear title; key given at time of pick up. Open titles cannot be issued. The County will not issue replacement titles. Title(s) are made out to the person whose name/address appears as the winning bidder. Title(s) will show actual dollar amount paid. If purchasing as a dealer, please email a valid dealer's license with any additional information (valid dealer affiliation) to our email (email link provided above in Auction contact section) in order for title to show "Resale". Buyers are responsible for filing all title and registration documents with their local vehicle registration authority.
REMOVAL: Buyer (or authorized representative) must first report to 14 Cardinal Park, Suite 106, Leesburg to pick-up vehicle paperwork. **Vehicle is located 4 miles from this location. All loading and transportation of this vehicle/equipment is the buyer's responsibility. It is the buyer’s responsibility to make sure transport comes fully equipped (labor, winch, etc.) to get vehicle on tow. No loading assistance will be provided. Please see specific pick-up procedures in the Terms and Conditions.
For 3rd Party Pickup: Before property will be released, the winning buyer will be required to send an e-mail (from the winning buyer's e-mail address used for the auction), identifying the representative authorized to pick-up paid item on their behalf. The authorized representative will need to email the Notice of Award, Paid Receipt (photocopies are acceptable), bill of lading (for transport or shipping company), and their picture identification (such as a valid Driver License or Passport). Please see specific 3rd party pickup requirements in the Terms and Conditions.
QUESTIONS DURING BIDDING: All communication (questions/answers) must be posted to the Questions section located in the top right of this page so the information can be shared by all potential bidders of this site.
COMMUNICATION: Any agency contact or questions related to this auction during the bidding process must be submitted through the questions section of the auction. Once the auction ends, the winning bidder will receive an email from Public Surplus notifying they have won. The email, titled 'Winning Notice on Auction…,' will contain important details to help guide you through the successful completion of your auction that includes a link to our Agency email.
Vehicle use and maintenance history will not be disclosed. All known issues have been listed. Bids should be placed according to the information provided in the auction or visit our vehicle preview.
The performance and drivability of this vehicle as well as the method in which this vehicle is removed from County property is at the bidder's discretion.
We do not ship, must be picked up.
Buyers required to complete the attached Affirmation of Compliance when an auction bid exceeds $500.00. Loudoun County Government employees are subject to bidding limitations under the auction terms and condition.
Registered Buyer's Personal picture identification (such as a Driver License or Passport) required for auction transaction.
Attention:

2- Shortly after an auction ends, the winner of the auction will receive an email from Public Surplus telling them they have won. This email will be titled “Winning Notice on Auction…” and will include details that will help guide you through successful completion of your auction.
3- Remember, Payment is made to Public Surplus. If you receive an email informing you that you have won an auction, it is your responsibility to contact us by email (follow the “send email” link under the Auction contact field of the auction you won).
4- Emails sent to Loudoun County Government are responded to Monday – Friday, 8:30 A.M. to 4:30 P.M., Eastern Standard Time (except during County Holidays). Should you not receive an email response, please check your SPAM folder.
5- Pickup by scheduled appointment only. Scheduling an appointment helps ensure you’ve provided the information necessary to release your item(s) and allows your item(s) to be prepared for your arrival. However, customers are taken first come, first serve to the door.
6- For Dealer purchases, Dealers need to email information prior to being awarded an auction. Please email us your Public Surplus Username, valid Driver & Dealer license, and proof of affiliation to Dealer. Please see specific requirements in the Terms and Conditions.
PayMac, handles all payments for the Loudoun County Government auctions. Payment may only be made on-line by credit card or by wire transfer. NO CASH, CHECKS, OR MONEY ORDERS WILL BE ACCEPTED! Payment must be received by PayMac, within 5 business days from time and date of Notice of Award.
Buyers Premium: A 9.75% Buyer Premium will be added to the final sale price with a $1 minimum charge per auction to collect payment. Virginia Sales Tax (6%) collected on all auctions except vehicles (Virginia Department of Motor Vehicles collects tax on titled items).
PICK-UP
Buyer must contact Loudoun County Government by email to submit required documents and schedule pickup within the timeframe stated in the auction. All items must be removed within dates specified within auction. If any terms, including Terms and Conditions, are violated there will be no refund. Loudoun County WILL NOT SHIP. Winning buyer responsible for loading and hauling.

All sales are final. Sale of all surplus property is "as is", where is, without warranty or guarantee of any kind. Under no circumstance will a refund or adjustment be made due to the property failing to meet buyer's expectations. Loudoun County is not responsible for any omissions or errors in the description and condition of the property.
