COMMUNICATION: Any agency contact or questions related to this auction during the bidding process must be submitted through the questions section of the auction. Once the auction ends, the winning bidder will receive an email from Public Surplus notifying they have won. The email, titled 'Winning Notice on Auction…,' will contain important details to help guide you through the successful completion of your auction that includes a link to our Agency email.
REMOVAL: Item(s) will be moved to loading dock area (see last picture) for the customer to remove from pallet and/or top of loading dock. The buyer (or authorized representative) must supply all personnel for item removal. Be prepared to load items from top of loading dock and off 47” high loading dock (no ramps). If you cannot carry or lift, you will need to bring someone with you. County staff is not allowed to assist with loading. All loading and transportation of this property is the buyer's responsibility including making sure the authorized representative comes fully equipped (equipment, labor, etc.) to remove items. No loading assistance will be provided. There are NO forklifts at this location.
For 3rd Party Pickup: Before property will be released, the winning buyer will be required to send an e-mail (from the winning buyer's e-mail address used for the auction), identifying the representative authorized to pick-up paid item on their behalf. The authorized representative must email their valid identification prior to arrival to surplus location. Please see specific 3rd party pickup requirements in the Terms and Conditions".
We do not ship with prepaid labels or permit freight pick-ups or packaging on site. The winning bidder is responsible to make arrangements and/or perform all work necessary which includes packing, taping, loading, and transportation of the property. It will be the winning buyer's responsibility to search, select, and handle all communication with a local pack and ship company. The shipping company will need to remove the property from our pick up location and pack/ship from their company.
Buyer's required to complete the attached Affirmation of Compliance when an auction bid exceeds $500.00. Loudoun County Government employees are subject to bidding limitations under the auction terms and condition.
Bidders violating these terms will not be issued a refund and will be blocked from future auctions. Bid wisely.
6% Virginia Sales Tax will be added to sale.

Attention:

2- Shortly after an auction ends, the winner of the auction will receive an email from Public Surplus telling them they have won. This email will be titled “Winning Notice on Auction…” and will include details that will help guide you through successful completion of your auction.
3- Remember, Payment is made to Public Surplus. If you receive an email informing you that you have won an auction, it is your responsibility to contact us by email (follow the “send email” link under the Auction contact field of the auction you won).
4- Emails sent to Loudoun County Government are responded to Monday – Friday, 8:30am to 4:30pm, Eastern Standard Time (except during County Holidays). Should you not receive an email response, please check your SPAM folder.
5- Pickup by scheduled appointment only. Scheduling an appointment helps ensure you’ve provided the information necessary to release your item(s) and allows your item(s) to be prepared for your arrival. However, customers are taken first come, first serve to the door.
6- Buyer’s eligible to purchase tax exempt are encouraged to email tax exempt information prior to being awarded an auction. Please email us your Public Surplus Username, completed tax exempt ST form, valid business license/proof of tax exemption, and your affiliation to business.
PayMac, handles all payments for the Loudoun County Government auctions. Payment may only be made on-line by credit card or by wire transfer. NO CASH, CHECKS, OR MONEY ORDERS WILL BE ACCEPTED! Payment must be received by PayMac, within 5 business days from time and date of Notice of Award.
Buyers Premium: A 9.75% Buyer Premium will be added to the final sale price with a $1 minimum charge per auction to collect payment. Virginia Sales Tax (6%) collected on all auctions except vehicles (Virginia Department of Motor Vehicles collects tax on titled items).
PICK-UP
Buyer must contact Loudoun County Government by email to submit required documents and schedule pickup within the timeframe stated in the auction. All items must be removed within dates specified within auction. If any terms, including Terms and Conditions, are violated there will be no refund. Loudoun County WILL NOT SHIP. Winning buyer responsible for loading and hauling.

All sales are final. Sale of all surplus property is "as is", where is, without warranty or guarantee of any kind. Under no circumstance will a refund or adjustment be made due to the property failing to meet buyer's expectations. Loudoun County is not responsible for any omissions or errors in the description and condition of the property.
